allowed a sum of $2,233.80 for this flooring according to ous-
tom as materials on site in January 1910.
These boards may have been used for other unknown contracte
in any case theft by some one is obvious.
It scarcely seems necessary for me to state that the ob-
ject of retention money and security is to cover such cases as
stated

the flooring is now being replaced by the timber recent
cently purchased.
It is possible that other materials may be found missing
as the work proceeds.
If ever retention money were needed in a building apart
from the above, it is required for the timber and fittings to
the Courta the framing should have been cut years ago to

admit of being properly seasoned before fixing whereas re-
cently, it has been cut from the log, framed immediately and
then fixed it is apparent this is not a safe course to pur-
sue but I have pointed out matters time after time with no
result or any action being taken, and the Government are now
placed in a position without any sum to make good in case of
need.
